Pres. Mnangagwa to oversee the signing of PBCs for Ministers, public sector heads

President Mnangagwa will today oversee the signing of Performance-Based Contracts (PBCs) by Cabinet Ministers and heads of public sector agencies in a move aimed at fostering a culture of efficiency, accountability, and good governance within the public sector.

Introduced by President Mnangagwa in 2021, these annual performance-based contracts prioritize action over rhetoric among top civil servants, aiming to drive tangible results in service delivery and economic development.

Yesterday, the Office of the President and Cabinet confirmed in a statement the signing ceremony, highlighting the significance of these contracts in promoting accountability, servant leadership, and national competitiveness.

The Office of the President and Cabinet added that the event underscores the commitment of Cabinet Ministers and agency heads to deliver impactful results for the nation and President Mnangagwa.

"The performance contracts enhance accountability, servant leadership, economic growth, and competitiveness. The event is a demonstration of commitment to achieve impactful results by Cabinet ministers and heads of public sector agencies to the Head of State and Government, His Excellency, President Dr ED Mnangagwa, and the people of Zimbabwe," the statement read.

Last year's performance evaluation results saw Lands, Agriculture, Fisheries, Water, and Rural Development Minister Dr Anxious Masuka clinching the title of Best Performing Minister at the signing ceremony for the 2023 performance contracts. Dr Masuka's exemplary performance was recognised for his dedication to driving progress within his Ministry.

Furthermore, Dr John Basera, the then Permanent Secretary under the Ministry, who has since been reassigned to the Local Government and Public Works Ministry, was honoured with the Best-Performing Permanent Secretary Award for his outstanding contributions to public service.

Foreign Affairs and International Trade Minister, Ambassador Frederick Shava, emerged as the second-best-performing Minister, showcasing the collective commitment of Zimbabwe's leadership towards achieving national goals.

The signing of performance contracts initially began with permanent secretaries in 2021 before being extended to ministers and heads of local authorities, State-owned enterprises, and State universities.

This extension underscored the Government's dedication to instilling a culture of performance-driven governance at all levels of public administration.

As Zimbabwe looks towards a future of sustainable development and progress, the signing of these performance-based contracts reaffirms the nation's commitment to effective leadership and service delivery under the visionary leadership of President Mnangagwa.
