Silaigwana appointed Chief Elections Officer

The Zimbabwe Electoral Commission (ZEC) has appointed Mr Utloile Silaigwana as the substantive Chief Elections Officer with effect from 1 July 2019.

In a circular addressed to all Heads of Departments and Provincial Elections Officers by Human Resources Director, Mr James C Chidamba, Mr Silaigwana is described as a qualified and experienced Electoral administrator with 17 years experience in the field of Elections and Democracy, having worked at the then Electoral Supervisory Commission and subsequently joining the Zimbabwe Electoral Commission.

In addition, Mr Silaigwana holds a Master’s degree in Electoral Policy and Administration (MEPA) with Scuola Supreriore Sant Anna University in Pisa, Italy as well as several certificates in the electoral field.  He is also an Accrediting BRIDGE facilitator.

According to the circular, Mr Silaigwana’s vast experience in election management makes him an invaluable asset to the Commission.

Mr Silaigwana was the acting Chief Elections Officer since March 2018, taking over from Mrs Constance Chigwamba who had returned to the Public Service Commission.
